Complete 2026 Guide · Verified Data
The complete, verified document checklist for Pakistani students — split into what you need for university applications and what you need for the visa. Includes the full HEC and IBCC attestation process, translation guide, and what copies to bring. NO MOFA needed.
Documents are the most detail-sensitive part of the Germany process for Pakistani students. A single missing or improperly attested document can delay your visa application by weeks or result in rejection. This guide is split into two clear sections: documents for your university application, and documents for your visa appointment.
The most important thing to start immediately: HEC attestation for your university degree. This takes 2–4 weeks minimum and is almost always the bottleneck. Do not wait until you have your admission letter to begin — start HEC the moment you decide to apply to Germany.

These documents are submitted to German universities — either via uni-assist.de or directly through the university's services. They are almost always digital uploads (scanned PDFs). Start collecting and attesting these documents at least 2–3 months before your target application deadline.
These documents are submitted at your physical visa appointment at the German Embassy Islamabad or Consulate General Karachi. You upload them digitally via digital.diplo.de when you receive your submission invitation, and then bring the originals + photocopies to the physical appointment. Bring everything organized in a clear folder.
HEC (Higher Education Commission) attestation verifies the authenticity of Pakistani university-level degrees and transcripts. It is required for your Bachelor's, Master's, or PhD certificates and transcripts. Without HEC attestation, German universities and the embassy will not recognize your degree as legitimate.
What HEC attests: Bachelor's degrees and transcripts, Master's degrees and transcripts, PhD certificates, and provisional degree certificates. HEC does NOT attest school certificates (matric/intermediate) — those go through IBCC.
Step-by-step tutorial covering online apply and physical submission
Go to eservices.hec.gov.pk and create an account. You will need your CNIC, email address, and phone number. After registration, log in and navigate to "Attestation Services". Select "Foreign Attestation" — this is specifically for documents being used abroad (Germany, UK, etc.).
Select the type of document: degree certificate or transcript. Enter your university name, degree name, year of graduation, and roll number. Upload a clear scan of the document. HEC will verify your degree against the university's database — your university must have confirmed your degree data with HEC for this to work.
If your degree is not in the HEC database, your university's verification office must first upload it. Contact your university's HEC Focal Person to get your degree data registered before applying.
HEC charges PKR 1,000 per document for foreign attestation. Payment is made online via the eservices using easypaisa/jazzcash, or through an HBL challan deposited at any HBL branch. After payment confirmation, your application moves to processing. Keep your payment receipt — you need it to track your application.
After completing the online application and payment, take your original documents to the nearest HEC regional office for physical verification and stamping on the day of your appointment. HEC has offices in Islamabad (main), Lahore, Karachi, Peshawar, and Quetta.
Bring: original degree/transcript + printed online application form + payment receipt + your CNIC. HEC staff physically verify the document against their database and stamp it. For degree certificates, your university's Controller of Examinations must also stamp the document first before HEC.
Track your application status on the eservices. You receive an SMS/email when your documents are ready for collection. Collection is from the same HEC office where you submitted. You can also opt for courier delivery (additional fee). Once collected, your HEC-attested document has an official HEC stamp with a unique serial number that German universities and embassies can verify online.
IBCC (Inter Board Committee of Chairmen) attests school-level educational certificates — Matric (SSC) and Intermediate (HSSC/FSc). It also issues equivalency certificates for O-Level and A-Level students. IBCC attestation is faster than HEC — typically 7–14 days.
What IBCC attests: Matric/SSC certificate and mark sheet, Intermediate/FSc/HSSC certificate and mark sheet, Grade 9 and 11 result cards, 3-year technical diplomas (DAE). For O-Level and A-Level students: IBCC issues an equivalency certificate converting Cambridge results to the Pakistani education system.

Go to ibcc.edu.pk and navigate to the Attestation section. Create an account with your CNIC and email address. Select the type of attestation: "Attestation of Certificates" for matric/FSc certificates, or "Equivalency Certificate" for O-Level/A-Level students.
For O/A-Level students: the equivalency application is a separate process — you submit your Cambridge result documents and IBCC converts them to the Pakistani equivalent (e.g., "equivalent to FSc Pre-Engineering with X% marks").
Before IBCC can attest your certificate, your issuing Board of Education must first verify it. Take your original Matric or Intermediate certificate to your issuing board (e.g., FBISE, BISE Lahore, BISE Karachi, etc.) for board verification and attestation stamp. This usually takes 2–5 working days and costs PKR 500–1,000 depending on the board.
After getting the board stamp, you can then submit to IBCC. Do not skip the board step — IBCC will not accept documents without board attestation.
Bring to the IBCC office: original board-attested certificate + photocopy + your CNIC + printed online application form + payment. IBCC has offices in Islamabad (main — G-6/2), Lahore, Karachi, Peshawar, and Quetta.
Fee: approximately PKR 1,300 per document (verify current fee at ibcc.edu.pk as fees change periodically). Pay at the IBCC cashier window or via online bank transfer. Keep the fee receipt.
IBCC typically processes attestations within 7–14 working days. Track your application online using your IBCC application reference number. Collect from the same office where you submitted, or opt for courier delivery. Your certificate will have an official IBCC stamp with a verification number.
For O/A-Level equivalency certificates: processing takes slightly longer (10–15 working days) as IBCC needs to calculate equivalent percentages and marks.
This is the most common source of confusion. The rule is simple: everything from university goes to HEC, everything from school goes to IBCC. Never the other way around.
Germany only accepts documents in English or German. Any document in Urdu, Punjabi, Sindhi, or any other language must be accompanied by a certified professional translation. The translation must be attached to the original document and submitted together.
For the German visa appointment, Pakistani applicants must bring 2 complete sets of all documents — one set of originals and one set of photocopies. The embassy keeps one complete set and returns the other. Here is exactly what that means and how to prepare it.
